Section One
Coin & Commerce
§ 1.01 Currency and Commodity Standards
- (a) The Elandrian Aur (represented in-game by Elandrian Emerald Coins) is established as the sole legal tender within the territorial jurisdiction of Lampas.
- (b) Raw, unminted emerald gemstones are demonetized for commercial transactions. All market trade exchanges must transmute raw minerals into standard coin tender at standard exchange.
- (c) Every commercial transaction within the territory is subject to a flat 5% sales and transaction tax payable to the Imperial Treasury, managed by the Nobility.
§ 1.02 Banking Telemetry and Real-Time Surveillance
- (a) The Sovereign Bank of Elandria, operated by the Merchants faction, shall monitor and record all financial transactions, including deposits, withdrawals, and ATM ledger balances, in real-time.
- (b) ATM cards and bank accounts held in client inventories are automatically queried for liquidity confirmation during trade agreements.
§ 1.03 Sovereign Savings Interest
- (a) All deposits held in good standing within the Sovereign Bank of Elandria shall accrue interest at a guaranteed rate of 0.5% per day, compounded daily upon the balance of record.
- (b) Interest is credited solely to lawful account holders; balances seized, frozen, or under Naval audit forfeit all accrued and future interest for the duration of the encumbrance.
§ 1.04 Loans & Repayment
- (a) The Sovereign Bank may extend loans to subjects in good standing, repayable with interest in scheduled daily installments automatically debited from the borrower's account.
- (b) An account with insufficient funds on a due date is declared Delinquent and charged a compounding 1% daily penalty upon its outstanding balance until the debt is settled in full.
- (c) The Merchants faction is empowered to recover delinquent debts by seizure of property, garnishment of accounts, and revocation of trade privileges, and may petition the Navy to detain, fine, or compel the debtor until the obligation is discharged.

Section Two
Industry & Jurisdiction
§ 2.01 Machine and Production Monopolies
The operation and fabrication of specific mechanical and chemical apparatuses are restricted to designated factions:
LMISmelting: Furnaces and Blast Furnaces.
FisheriesBrewing & Smoking: Brewing Stands, potion brewing, and Smokers (crafting and usage).
MerchantsBanking: Sovereign Bank ATM terminals and accounts.
The FaithOccult: The Book of Eldritch unique item.
NobilityTaxing: Operation of Tax Collectors.
Unauthorized interaction with restricted apparatuses will result in immediate block lockouts and cancellation of execution.
§ 2.02 Eminent Domain and Land Seizure
- (a) Private land parcels may be acquired for development, subject to property registration fees.
- (b) The Royal Navy and Merchant Guild reserve the absolute authority to declare any property "abandoned" and seize it without prior warning or compensation.
§ 2.03 Demilitarization of Commerce and Public Protection
- (a) It is strictly prohibited for members of the Merchants faction to fabricate, craft, or manufacture weapons of warfare, including Swords, Bows, Crossbows, Tridents, and Maces.
- (b) The Royal Navy is officially tasked and mandated to act as the protectors of the Merchants faction, ensuring the security of their trade routes and operations.
- (c) The Royal Navy serves as the fundamental protection authority for all residents, visitors, and property of Lampas.

Section Three
Civil Decrees
§ 3.01 The Press and Official Publications
- (a) The Lampas Daily Bulletin is established as the sole authorized news publication of the territory.
- (b) All citizens and guests are required to review the Daily Bulletin. Ignorance of updates is not a defense.
- (c) The publication or distribution of unlicensed newsletters, pamphlets, or printing presses is categorized as sedition.
§ 3.02 Judicial Power and Enforcement
- (a) The Imperial Navy is vested with the joint authority of military command, civil policing, and judicial arbitration.
- (b) All justice is administered by Imperial Decree. Sentences are final and not subject to appeal or review.
§ 3.03 Public Telecommunication
- (a) All residents are issued a standard-issue Imperial Receiver tuned to the Elandrian Shortwave Radio Network.
- (b) The radio network is certified as perfectly stable. Any radio static is officially classified as meteorological weather.

Section Four
Imperial Compensations & Grants
§ 4.01 Public Sector Salaries
- (a) Registered members of the Tourism faction shall be disbursed a daily public salary of forty-five (45) Aur per calendar day.
- (b) Enlisted officers and active personnel of the Royal Navy faction shall receive a daily maintenance stipend of twenty (20) Aur per calendar day.
§ 4.02 Nobility Status and Grants
- (a) The Crown shall allocate periodic Imperial Grants to the Nobility faction, capped at a maximum of two thousand (2,000) Aur per disbursement, to support local governance and sovereign representation.
- (b) Members of the Nobility faction are prohibited from holding membership or alignment in any other faction, unless they permanently surrender their noble title and all associated privileges.
